EXPERIENCE:

 

Integration and Interface Support-

·         Worked on location and remotely providing data integration and interface programming support, documentation and analytical assistance to design, build, monitor and maintain HL7, sFTP, FTP and XML application interface systems using CorePoint Integration Engine and Sun-SeeBeyond eGate Integrator.

·         Designed, built, monitored and maintained flat file sFTP and FTP interface and integration systems using SQL Server SSIS packages and shell scripts and other FTP server software.

·         Diagnosed and resolved all software, data content or format, operating system, network and/or application connection problems for interfaces and applied necessary patches and upgrades to maintain system stability for these facilities and provided on call 24/7 support for all systems. 

·         Designed, programmed and tested customized HIPAA compliant health care software message interfaces to support major EHR conversion projects held at three hospital systems, Care New England, U Mass and Sheltering Arms. 

·         Supported integration engine server and software, including testing, installing and configuring all updates, patches and system migrations.

·         Participated in major HL7 interface engine conversion and implementation project at the American Esoteric Labs.

 

Application and User Support-

·         Provided tier two and three 24/7 application support for all clinical and non-clinical applications (except email/Lync) while at Sheltering Arms. This included the Infor Lawson Financial, Payroll, GL, AP ESS and MSS systems including BSI Tax Factory and MHC Document Express; Kronos Time Keeping, Cerberus Server FTP Services, OmniCell Supply Cabinets, AthenaNet Health Clinical Systems, Mediware MediLinks Inpatient Rehabilitation Software and IRF-PAI tools, as well as extracts and interfaces to Nuance Dictaphone and eDOMA, Served for several years as the sole source of this support for the entire organization.  This included all product updates and patching and server operating system maintenance and user support.

·         Configured and deployed Infor Lawson Employee Self Service (ESS) and Management Self Service (MSS) application to over 650 users at Sheltering Arms Hospital.  Wrote and maintained customized ESS/MSS web content for their employee portal.

·         Worked with users and vendor to customize and configure non-standard content to the Mediware MediLinks clinical documentation product to help capture specific health care metrics.  Created new observations, charts and branches and wrote custom extracts of these data points to track evidence based outcomes.

 

Database, Data Analysis and Reporting -

·         Served as SQL DBA and report writer at Sheltering Arms Hospitals and created ad hoc reports and extracts for users using MS SQL Server, SQL Server Management Studio, SSIS and Business Intelligence.  This included specification gathering, POC models, revisions and end state documentation.

·         Programmed, automated, documented and supported SQL data extracts and exchanges with ancillary and decision support systems.

·         Collaborated with Performance Food Group Enterprise Data Analysis team and clients to evaluate data and reporting needs and to make recommendations to meet new and changing requirements for data in the corporate data warehouse.  Gathered and documented user requirements and recommendations, designed and documented logic and data mappings for database and ETL changes.  Created and implemented test plans and validated the changes and implementations in the database and data with the users.

·         Using SQL Server Management Studio, evaluated raw IT Risk Management data from seven source systems at Altria Group to rank data quality and suitability for use in creating and supporting electronic asset inventory lists.  Identified, documented and shared data quality issues, barriers to automation and translation logic with prototypes to implementation team and communicated summary findings from the data analysis executive leadership. 

·         Saved Performance Food Group estimated $196,875 by volunteering and agreeing to design, program and automate 42 customized data extracts from SysPro ERP system instead of contracting directly with the SysPro vendor.  Extracts were required to integrate newly acquired company data into data warehouse.  Effort included system, data and requirements analysis and design, SQL and batch programming, extract data validation, process automation to create, zip and sFTP files to PFG, and requirement and support documentation from both the SysPro extract and Performance Corporate Data warehouse perspectives.

·         Designed and coded a shell script program to enable the serialization of messages necessary for historical message upload processing saving $19,000 in custom query development from the vendor at Care New England.

·         Maintained, documented and supported Point of Sale, inventory control and billing applications for the GSM retail market segment of Sprint PCS supporting 425,000 customers in the Washington DC market.

·         Designed and crafted UNIX/AIX shell scripts and SQL logic to create reports for IBM's manufacturing inventory management located in East Fishkill, NY. 

·         Maintained product data and cost data and purchase information for over 60,000 items in Point of Sale and Inventory Control database for a fourteen store liquor store franchise.  Ran queries, analyzed results and prepared reports.  

 

Documentation

·         Documented and detailed system and inter-application processes, data flows, operational and programming procedures, risk assessments, migration plans.

·         Documented and created written procedures for Kit Carson County, Colorado Governments Finance Office for Payroll, A/R and A/P processes and County Administrator Office tasks and processes.  Prior to this effort there were no written procedures in the Administrator’s or Finance Offices at all.

·         Reverse engineered existing system requirements and performed gap analysis requirements for all interfaced systems affected by conversions at Care New England, American Esoteric Laboratory and Sheltering Arms Rehabilitation Hospitals.

·         Wrote requirements documentation and presented and documented Proof of Concept models.  Designed and documented program structure and wrote both User and Programmers Support Guides for inventory control software I developed for IBM’s Fishkill, NY plant.

·         Provided written documentation of AIX system performance analysis and recommendations and produced a high level risk assessment for a planned Informix to DB2 database migration at the Indian Health Services Office located in Albuquerque, NM.

·         Identified, outlined and detailed key knowledge areas and skill sets from subject matter experts (SME’s) and documented all application support and development information necessary to support Point of Sale system for large cellular network corporation undergoing a merger with Sprint PCS. Met with related department SME’s to plan and document BMP’s.  Performed Risk Assessments and documented Risk Management and Abatement Programs. 

 

Software Development, Testing and Maintenance-

·         Analyzed system, network and application interfacing needs for various HIPAA compliant health care information systems and designed, programmed and tested customized software and resolved software, operating system, network and/or application problems.

·         Programmed and modified Cerner CCL scripts for Cerner PharmNet and provided other programming and analytical assistance to other solutions groups as needed.

·         Responsible for design, development and programming of commercial, desktop, CD ROM based marketing applications using Borland Delphi. Designed and integrated custom components for project needs and ported existing applications in C and C++ to Delphi. Interacted with marketing and sales staff to determine product requirements.

·         Full scope design, development, programming and documentation using Borland Delphi of an expert system used to calculate cost and material estimates for specific livestock housing systems. Interfaced with client to determine needs, designed and developed logic and expert systems, negotiate contracts and provide product support.

·         Designed and programmed decoders in C, C++ and UNIX shell scripts to translate raw weather data into data bases. Created and wrote proprietary applications for Weather Express clients using these and other data sources to produce various text based weather products.

 

UNIX Administration and Systems Analysis -

·         Provided AIX system administration and support for IBM Business Partners servers and internet processes located in Boulder, CO. Maintained and upgraded servers hosted in standalone, PSSP and HACMP configurations, responded to user requests, implemented changes and system upgrades, and crafted shell scripts.  

·         Conducted AIX system performance assessment the request of Indian Health Services located in Albuquerque, NM to diagnose and identify causes of slow system response times and poor system performance. Identified problem areas and made recommendations to address.

·         Designed, deployed, maintained and monitored QA controls and programs for Cerner’s AIX platform; including remote administration, system performance tuning, shell scripting, C coding, and technical documentation. Provided second and third line technical support for AIX system issues. Trained client system administrators and staff, and developed and presented AIX System Administration lectures and seminar sessions.

 

Project Management -

·         Provided detailed written go-live procedures before, and hands on support for interfaces and associated teams during implementation and system migrations. 

·         Met with management, end users and programmers to determine programming project requirements.  Coded and tested scripts, assisted test staff during system and user acceptance testing.  Worked with users and programmers to identify upgrade needs and made and documented code revisions as requested.

·         Worked with elected and appointed government officials and board members, department managers, directors and staff to coordinate management of all county operations while County Finance Director and then County Administrator. 

 

Communication, Fiscal and Personnel Management and Customer Service -

·         Acted as primary administrative contact and fiscal officer for Kit Carson County, Colorado, working directly with the general public, department staff, elected officials, other agencies, vendors and auditors providing requested information and resolving questions and problems serving as both Finance Director and County Administrator.  

·         Prepared County budgets ($16.1 million allocated funds for 2009), mill levies, year-end close activities and other statutorily mandated reports and activities, grant proposals, resolutions, contracts and county correspondence. 

·         Managed and accounted for University of Nebraska Departments of Agricultural and Biological Engineering state appropriated and grant funded budgets exceeding $3.5 million. Prepared budgets, forecasts, reports and surveys and monitored and reconciled ledgers

·         Wrote grant proposal for Kit Carson County, Colorado and was awarded 2008 Energy Impact Assistance Funding for $430,425 that was used in 2009 road maintenance.

·         Discovered and resolved contract oversight with the 2007 Energy Impact Assistance Fund allowing Kit Carson County to use $350,000 for road repairs.  

·         Corrected billing oversights made between October 2006 and July 2007 with the City of Burlington returning $78,446.43 to the Kit Carson County General Fund.

·         Corrected 2006 posting between E911 Fund and Kit Carson County Dispatch, returning $25,000 to the County General Fund.

·         Outsourced Kit Carson County Ambulance Service billing to a third party agency saving the county over $18,000 in salary and benefit costs in 2009 as well as training, postage, stationary and computer hardware and software costs associated to in-house billing.  This solution also eliminated the single point of failure risks we had employing a single dedicated biller.

·         Created a Contract, Grant Funding and IAG tracking spread sheet to report and track all Kit Carson County Contracts, Intergovernmental Agreements and Grant Contracts for all offices as required by State Statute.

·         Created Major Lease spreadsheet tracking leased assets and associated liability schedules for Kit Carson County.

·         Changed Kit Carson County Accounts Payable processing from monthly to weekly processing returning money to our vendors in a timelier manner and saving late charges back to the County.

·         Created PTO (paid time off) reports by department and unit summaries allowing for more accurate accounting and tracking of these liabilities for Kit Carson County.

·         Cross trained Kit Carson County accounting office staff on accounts payable, receivable, payroll and birth and death certificate processing to improve stability of operations and created group emails to improve response.

·         Participated in and documented University of Nebraska Departments of Agricultural and Biological Engineering salary increase implementations, position description development, recruiting, appraisals, counseling, terminations, and lay off proceedings. Supervised and trained department and accounting staff and co-managed secretarial staff.
